While announcing he can use his mustache as hands. He was voiced by William Pennell, the voice of Bluto. While in the tent with Betty, she can be heard screaming, "Help save me! You brute hands off me!". It is said to be the predecessor of 'Boop-Oop-a-Doop.' 'Boo-Boo-Poopa-Doo' is a scat technique that Clarence Williams the 'hot licks' man originated. Ringmaster: " Too slippery my dear!" ( Hurray for Betty Boop). Ringmaster: " She has fleas!" ( Hurray for Betty Boop). Ringmaster: " Eats too much!" ( Hurray for Betty Boop). He leaps in to save Betty's virtue, struggling with the ringmaster who loads him into a cannon, firing it, thinking that he has sent the hero away, laughing with self-satisfaction. Boop-Oop-a-Doop is Betty Boops trademark catchphrase and scat sound, which was originally made popular by Helen Kane in 1928.

He can be seen announcing every event that happens in the circus. The Ringmaster appears as the main antagonist in Boop-Oop-a-Doop. He owns the circus and is Betty Boop's boss.
